I have the honour to acknowledge receipt of your letter No.509/20 of the 25th instant, informing me of the advantages enjoyed by officers of the Hong Kong Government in the conversion of sterling salaries to

In reply I have to say that I have most carefully considered this ter, and am of opinion that in view of my previous service in Uganda the Colonial Office, and in other parts of Africa and tropical
